eyelash growth

My son is 10 weeks old and has a bright red patch in the corner of his right eyelid toward the bridge of his nose. It's usually light red but sometimes it gets bright red, almost like a strawberry, and dead skin scales off it. This has been there since birth and two different doctors at his clinic has seen it. the first doctor that saw it (not his primary) said it was from the blocked tear ducts and when the tear duct condition was clear, the redness would go away. His tear ducts are fine but the spot is still there. His primary doctor saw him and said it was most likely a birthmark but to keep an eye on it. In addition to the blocked tear duct, he has also had dermatitis and has recently been diagnosed with eczema. What could be the real cause of the red patch and how can i treat it?
