I don't know if I have dry eyes, but my eyes are really itchy, and there is redness sometimes, when a flow of air reaches my eyes I feel a relief for a second, then it goes back to itchy. I always feel like rubbing my eyes, and whenever I'm using the computer/tv, in 10 minutes my eyes start to bother me… is it eye syndrome, and is it serious ???

Dry eyes aren't considered serious but if yours are bothering you that badly pop to your chemists and ask them for some lubricating eye drops and put them in your eyes frequently. That will sort the dry, itchiness out.
Also try taking an anti histamine, also from the chemists, it may be an allergy to something. You can use the antihistamines and eye drops at the same time.

If you have itchy eyes it's more a sign of allergic pink eye than dry eyes.
