Make up competition rules?

my sis is entering shu eumera make up competition for the first time. she asked me if she needs to also prepare dress for her model and i did not have a clue so i thought someone out here might know. what should a contestant have exactly? just pro make-up kit or dress is with the make-up artist too? she checked the shu umera website too but it does not explain anything about what the make-up artist have to have. I would like to help her. please let me know a bit about the make up competition if you have any clue! thanks
